PublicToolboxLookup is a PUP (Potentially Unwanted Program) leveraged against Mac users. The application doesn't rely on users to download and install it willingly. Instead, it spreads by hiding inside a fake Adobe Flash Player installer. As for its functionality, no matter what it claims to provide as useful features, PublicToolboxLookup's true purpose is to run an intrusive advertising campaign and promote a dubious search engine. In short, the application combines the functions of adware with those of browser hijackers. 

The advertisements displayed by PublicToolboxLookup should be approached with caution. It is quite common for users who click on them to be taken to various questionable websites. While some may simply promote additional PUPs, others could be running threatening phishing schemes, fake giveaways, or technical support tactics. At the same time, the application will take over the homepage, new tab page, and the default search engine to promote its own address. 

However, the biggest red flag associated with PUPs is the common practice of equipping them with data-harvesting capabilities. Users risk having their browsing activities monitored, saved, and then uploaded to a remote server. The tracked data could include all visited websites and conducted searchers, as well as device details such as IP address and geolocation. Some PUPs have even been observed to try and access payment, banking, and credit/debit card numbers if such information has been saved into the browser.
