It is far more likely to encounter the page as a result of visiting a site using rogue advertising networks, due to a PUP (Potentially Unwanted Program) lurking inside the computer or device or via spam emails. No, the main purpose of the site is to run a browser-based tactic. It will try to convince visitors to click on the displayed 'Allow' button by creating various false impressions about what the button does.
