The pop-ups are a part of a cyberattack based on social engineering tricks that try to persuade users to subscribe to browser notifications from an unsafe website. Users who fall into that trick start receiving unwanted advertisements straight to their mobile phones or desktop computers, even if they have no Internet browser launched currently. People usually visit's page because they got redirected to it by other disruptive advertisements on other misleading websites they have visited or an adware program installed on their computers.

In particular, the tactic employs to make users agree to receive its notifications is to display the following deceptive message:

Your file is ready to download. Download'

Clicking on the pop-up window as required would allow to deliver push notifications to the user's device. The notifications generated by this website contain potentially corrupted files or links to third-party pages, so you should not agree to receive any messages from it. Scan your device with an anti-virus program to clean it from any potentially unsafe applications.
