According to the DOJ, the Doppelganger campaign violated several U.S. laws, including criminal trademark violations and money laundering statutes.

What sets this effort apart is its sophisticated approach. Instead of merely interfering with the election process, the campaign sought to foster divisions among Americans, reduce support for Ukraine, and bolster pro-Russian interests. Evidence released by investigators suggests that the ultimate aim was to promote Donald Trump, though the DOJ did not directly state this.

Key to the Doppelganger campaign’s success was its deceptive use of cybersquatted domains—web addresses with misspelled names of legitimate news outlets. For instance, one fake site mimicked The Washington Post by using the domain "washingtonpost[.]pm." These fraudulent websites were near-perfect copies of the real thing, displaying fake articles that seemed to be written by established journalists, all designed to promote Russian government propaganda.

However, direct access to these domains typically resulted in error pages or blank screens. Instead, users were funneled to these sites through cleverly placed social media posts and advertisements, where they were exposed to false stories.

The Rise of Fake Independent News Brands

The Doppelganger operation didn’t stop at copying established news outlets. Russian operatives also created entirely new brands with original domains, posing as independent journalists or organizations. These sites pushed the same disinformation but appeared to be grassroots platforms, giving the content an air of legitimacy.

Meanwhile, on social media, Russian-affiliated accounts posed as major networks like CNN and BBC, using AI tools to produce convincing fake images and videos. These posts and videos fueled divisive conversations on key issues like immigration and inflation, playing into the hands of Russian interests.

Charges and Sanctions: A Firm Response

As part of the crackdown, the U.S. announced charges against two Russian nationals, Kostiantyn Kalashnikov and Elena Afanasyeva, both of whom work for the state-controlled media outlet RT (formerly Russia Today). The DOJ revealed that RT paid a Tennessee-based company, Tenet Media, approximately $10 million to distribute thousands of videos across social media platforms. Many influencers involved in these videos later reported they had been misled.

In addition to the charges, the U.S. Treasury Department imposed sanctions on ten individuals and two entities linked to Russia’s disinformation efforts, including Kalashnikov and Afanasyeva. Visa restrictions were also announced for those involved in the campaign, and a $10 million reward was offered for information on members of a hacker group, RaHDit, suspected of playing a significant role in amplifying the disinformation.
