The first step when encountering problems with the background image is to check if the picture's file hasn't become corrupted or deleted by accident. On Windows 10, open the Settings menu and then click on the 'Personalization' section. From the drop-down menu, select 'Picture,' and then click on the 'Browse' button to select a different image. Check if it will be displayed properly.

If the problem is still there, you might want to check a specific option in the 'Ease of Access' menu that stops background images from showing. Right-click the Start menu button and select 'Settings' from the available options once more. This time, open 'Ease of Access' and make sure that 'Display' has been selected from the options in the left pane of the new window. Scroll down until you have reached 'Show desktop background image' and check if the toggle button is set to 'On.'

Another cause for this particular issue could be the temporary file named TranscodedWallpaper.jpg becoming corrupted. This file stores the currently selected background image, so any issue with it could result in the user being unable to change the desktop wallpaper. To fix the problem, the TranscodedWallpaper.jpg file must be deleted.

Open any folder and type %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\ in the address bar. Press Enter to go to the location. Right-click the TranscodedWallpaper.jpg file and choose 'Rename.' Change the name of the file to something else. Close the window and try to select a new background image.
