The All Social New Tab is a browser extension that falls within the general category of Potentially Unwanted Programs (PUPs). The All Social New Tab extension has a Chrome Web Store page and also is advertised on the website of its parent entity – Newtabtools.com. Upon installation, the All Social New Tab replaces the new tab page in your browser with one that contains shortcut links to various social media websites so that there's 'no need to type or search,' according to the Chrome Web Store description of the extension. You already have that functionality in your browser without the need of add-ons, just through your bookmarks toolbar. Your browser also has built-in search functionality, but the All Social New Tab offers you its own custom search box.
What is different about it, then? According to the Privacy Policy published on the main website of Newtabtools, using the custom search box contained in the browser extension will allow Newtabtools to collect information about, among other things, your location, IP address, operating system, viewed pages and searches performed.
